Millions have visited the U.S. Holocaust Memorial Museum in the past 12 years. But Metropolitan Police Department Chief Charles Ramsey saw something most had never considered ‹ how the German police failed their communities.

That “aha moment,” as Ramsey calls it, resulted in a new way to train police recruits in the Washington area, and led the museum to salute Ramsey’s idea last week with a permanent honor.
